The Ministry of Trade, Investment and Tourism wishes to inform the public, and in particular all scrap metal dealers, that the Scrap Metal (Extension of Time) Order, 2026, made under Section 39(1) of the Scrap Metal Act, 2022, extends the transitional period for existing scrap metal dealers from October 15, 2026, to October 14, 2027. The Order takes effect from October 15, 2026.
Under Section 39(1) of the Act, valid licences previously granted under the former Old Metal and Marine Stores Act, Chap. 84:07, are considered scrap metal dealer licences, provided that the dealer complies with the requirements of Section 39 of the Scrap Metal Act, 2022.
This is the seventh extension granted since the scrap metal industry reopened in February 2023. The additional time is intended to provide existing dealers with a further opportunity to satisfy the licensing and other statutory requirements under the new legislative framework.
All scrap metal dealers are strongly advised to submit their completed licence applications to the Trade Licence Unit as a matter of urgency within the extended period. The Government remains committed to ensuring that the industry is properly regulated, that dealers comply with the law, and that legitimate industry operations can continue within an effective regulatory framework.
The Ministry will continue to engage with industry stakeholders and relevant agencies to advance the transition to full compliance.
